The function InternetCheckConnection in dlls/wininet/internet.c is to naive: It checks for an available connection to a host by pinging it. The problem arises from misconfigured hosts (or routers along the way) which drop pings without responding. The application which initiated the call then assumes the host to be unabvailable.
