It is a game's bug there, and interestingly putting WineD3D and our D3D9 into the game's directory allows the game to run pretty nice with Intel cards on Windows. The fog of war is broken on quite a few setups. I've seen it broken on MacOS with my radeon X1600, and on the Intel GMA on Windows. Maybe that is causing your bugs. Note that this card will not run the game in highest graphics. The horizon and the sky looks good. If I turn up all the graphic settings from lowest the game looks perfect in about 1/4 of window, the upper right quadrant.
