As already written, an additional "ngen=builtin" is needed for install process to avoid native ngen.exe being called which wants this unimplemented fusion API. There are applications that make use of Network List Manager (NLM) introduced with Windows Vista/Windows 7 to check for network connectivity. Failure doesn't seem critical, they use other means to detect network state. Though I didn't test all of them. This bug can serve as collector for apps that spam terminal with "{dcb00c01-570f-4a9b-8d69-199fdba5723b}" (CLSID_NetworkListManager) messages.
