Then I upgraded the VM to Windows 21H1 and in the process I recreated the Arabic snapshot which got the intended locale this time. Running 'cygstart foo.url' in windows does the same (wrapper around windows start.exe). On wine, however, I get: fixme:exec:SHELL_execute flags ignored: 0x00000100 Application could not be started, or no application associated with the specified file. When English layout is not selected as default in keyboard settings (in OS settings, not Wine) games doesn't recognize keys at all (screenshot). When i select English layout as default, all is ok.
