I am not sure which instructions you are using, but this is not the URL
mentioned on the Wiki (https://wiki.winehq.org/Ubuntu).

It should be: https://dl.winehq.org/wine-builds/ubuntu/
 (In your case the second slash and ".org" part are missing)
