File handles limit matters at the run-time, and sometimes it's a legitimate error (really too much open files), which can happen on Windows as well.
If we want to follow that philosophy we might as well stop coding Wine and tell everybody to switch to Windows. It might happen on Windows, but because developers only test their apps with Windows, they make sure not to reach that limit.
