Here is how I do it with Fedora:

    # dnf install cups cups-lpd cups-pdf
    # systemctl enable cups.server
    # systemctl enable cups-lpd.socket

    # systemctl start cups.server

If cups is already installed, after installing cups-pdf:

    # systemctl restart cups.server
