[Bug 18950] eBay unable to authorise Turbo Lister

TL 7 has all kinds of new problems but under TL 8 with IE6 installed it is
possible to reach the authorisation page.  At this point, however, the console
fills with

fixme:wininet:InternetSetOptionW INTERNET_OPTION_COOKIES_3RD_PARTY; STUB

Using native wininet stops the authorisation page from loading at all.
