On ARM, I'm running into the same issue, but the exact release where it appears a bit obfuscated. Release 5.9 is last release that properly launches on my system (Galaxy Tab S7 Plus, running Android 10). Releases 5.10-5.15 crash so its hard to tell if they are actually completing the setup of the windows environment or crashing during it.
