There is a workaround: disabling the opening movie in Alpha Centauri.ini so
that the game loads the menu directly, makes the problem go away.

DisableOpeningMovie=1

I'm using: 
Xorg 21.1.8
Xfce 4.18 with Xfwm as the window manager
