[Bug 11896] Civilization4.exe crashes because of unimplemented functions in msvcp71

for str*64 functions in the list we can use the following functions in the
implementation, but I dont know where to implement this whether in ntdll or
msvcrt

strtoi64 -> strtoll
strtoui64 -> strtoull
