[Bug 21921] can't open metaeditor

done everything from post 7 below:

- trying to run MetaEditor from console, get: module not found.

- inside MT4, clicking on MetaEditor icon: try a few seconds to open and
silently stop.

Is this a broken link i have to restore (and how) ?
