[Bug 11811] Coastal Explorer sees no COM ports

No change in this bug under Wine 0.9.57.  ~/.wine was deleted and created from
scratch with winecfg after installing 0.9.57.  Comctl32.dll was replaced with
the native version to enable menu access needed to check COM port registration,
if any.  None found.
