[Bug 38838] MS Office Pro Plus 2010 reruns setup on starting any app when Windows version is Vista or later

I've attached logs for the installer and the first three times running Word
2010 after installing. All three are from 3.0-rc3 with the patches in
attachment 60150 applied.
