After 'winetricks -q msxml6' the app (QBW32.exe) started successfully for me and i can open and click things, no idea how this app works further. @OP: Maybe you could try the above recipe and see if works for you too. Note: You probably have to use Staging (as I did) because of bug https://bugs.winehq.org/show_bug.cgi?id=46568; I guess in vanilla wine it will fail.
