This does not look like a d3dx9 wine bug. There is no wine error recorded, the error only shows up in the game log.
If I try to run the game with wine 1.5.4 directly from the windows ntfs partiton it works ( albeit awfully slow), when it is run from the ext4 partition is exits with the TParticlesDef.Fetch error
What happens if you copy the install from a windows partition to your wine directory? And/or if you copy the install from wine to windows (backup other installs first).
