Since updating to Wine Stable 11.0 the main window cannot be resized or moved
anymore, this does not apply to dragging/resizing canvas windows outside of the
main window nor pop-ups for exporting images, color calibration, etc.

system info

OS: Linux Mint 21.3 Cinnamon (cinnamon version:6.0.4)
Kernel: 6.8.0-90-generic 
Display Server: X11

Wine info

Wine running in Windows 8.1 mode
Allow window manager to decorate/control windows is on
