If xdg-open is not present, probably want to fall back to the old gnome and then kde equivalents.
I don't see the benefit of duplicating the logic which is in the xdg-open script ( http://cgit.freedesktop.org/xdg/xdg-utils/tree/scripts/xdg-open.in ) inside wine. xdg-open was first introduced in 2006 and became part of most Linux distributions around 2008. All mainstream Linux distributions should have it installed by default these days.
