[Bug 18359] InstallShield fails with "Access Denied" dialog when trying to install to FAT32 volume

I think, at a minimum, they're related. Wine behaves differently when the
target files are on FAT32, and that breaks certain apps. But if you really want
me to open a new bug, I can.
