There the windows version pointed gimp-win.sourceforge.net. And this showed GIMP 2.2.17 should be installed along GTK+ 2.10.13, for pre-Windows-2000 2.6.10-20050823, thankfully with MD5s. Searching for these MD5s I could find downloads for the files below. Installing them went fine. Running showed no issue finding GTK+, but GIMP windows get opened without window decoration.
