I found it came from wine receiving "fractions"/"sub-pixel" mouse motion (motion >0.0 but <1.0). The cause is probably my high dpi mouse that I setup with 'libinput Accel Speed' to "-0.5" (same as xorg.conf "AccelSpeed"). I made this patch on wine-3.14: it accumulates those "sub-pixel" motion and sends to windows when there is a "full pixels" motions (because it does not handle fractions; movements <1.0 are truncated to 0, so ignored). This is my first patch, so probably not perfect.
