[Bug 37388] GTA IV fails to launch under Wine 1.7.28

I should add that I have tried installing several times, with or without 32-bit
wine prefix. Out of curiosity, I also tried installing under windows on my
laptop and then running wine from copied over directory. Same error message. 

I see I am not the only one with this problem; on WineAppDB I see a comment
about this error message.
