[Bug 31983] the delphi program generate empty window causing focus error

TOM, the URL provided in the bug report doesn't have any kind of empty window,
instead the text is garbled, I've attached a screenshot.

The DLL you attached is obviously not a program executable, what do we do with
it?

Please attach more information, such as logs, a video of the problem, and the
full programs that experience this problem.
