ctrl-n works fine. (The behavior in notepad is a bit confusing - try typing something and *then* pressing ctrl-n, you'll see it really works.)
In photoshop, ctrl-n opens a new windows. Works fine for me. So does shift-ctrl-n (new layer).
So the problem might be on your end...
You are right about the notepad my bad Ctrl+n works only it only have a visual effect if I type something beforehand ... And about the keyboard problem it is fixed with a new install of the tryout version. The version I used to test must have been somewhat broken.
