It was referring to what happens when you move change the rendering view distance set by the slider in game. It _should_ just change the rendering distance of objects seen, but as of 1.1.11 or 1.1.12 it started also doing something else: Outdoors it deepens a blue color that saturates the whole screen the shorter you set the rendering distance. Indoors it looks more like extremely dense smoke that obscures everything except the glow from nano effects (such as those on people). Here are some screencaps of what I mean.
