[Bug 41911] Studio One 3/ Microsoft Office 2016 need kernel32.FindNLSStringEx

I didn't submit the patch because I didn't have any proper way of testing it
(even earlier buggy versions I wrote worked for Studio One 3, but it would
always crash at a later step), and also because it doesn't implement all the
functionality of FindNLSStringEx, namely various localization-specific parts of
the code, again because I couldn't test properly (and because I don't know much
about localization).

Does the patch fix the problem for Office products?
