The additional log message above is relate I believe:

Windows Error 14007 : ERROR_SXS_KEY_NOT_FOUND: The requested lookup key was not
found in any active activation context.

which mentions activation contexts and manifests. The question then is why now
can't the manifest be parsed? (new functionality which doesn't quite work, or a
breaking change?)
