Eugene Roshal replied: "This is one of oldest parts of WinRAR code, not really modified for 10+ years." And proposed to "send you a part of source from this dialog responsible for books movement." Attaching it here per "Yes, you can share this code, attach it to the bug and quote my messages." I can confirm pixel artifacts on the top animation (where WinRar written), but cannot strictly confirm slow animation - to me it looks quite similar, though it could be VM's limitations I used to run Windows8 within, as the dialog is quite CPU consuming -- Do not reply to this email, post in Bugzilla using the above URL to reply.
