[Bug 47316] Mono/gecko installers should installer after a timeout period

Isn't it easier to put the installation files where they are looked for instead
of having to rely on the downloader? E.g. for local wine builds, put the
wine-mono installers under ../mono and gecko ones under ../gecko. If you have
multiple prefixes you probably even want to use the new shared install thing
for mono.
