What i have seen so far, the problem is the failing call IWICBitmapDecoder_Initialize in OLEPictureImpl_LoadWICDecoder.
Ah, thanks. Just checked with manually installed windowscodecs and it starts fine without a crash. Native oleaut32 doesn't depend on this module of course, so now I'm not sure what component it's about.
