[Bug 44181] Window with style WS_POPUP does not stay in front of his parent in unmanaged mode

The application I have to run has issues with large Desktops. Using "Emulate a
virtual desktop" fixes these issues and makes working with the application much
nicer. The only issue is that the application heavily depends on Popup windows
that have to stay in front of the main application.
