[Bug 23301] Steam 2010 version: tooltips popup even when the steam windows isn't top-active one

My workaround was to harden "Focus stealing prevention" policy (Plasma 5/KDE5).

If you're using Plasma 5 desktop, go to System Settings -> Window Management
(Workspace) -> Window Behavior

Set "Focus stealing prevention" from low to Medium/High/Extreme. For me, it
seems that even "Medium" works well and achievements on the Steam client window
are not stealing focus anymore if the client window isn't on the top.
