[Bug 39452] mpr.WNetGetUniversalName() returns ERROR_NO_NETWORK (0x000004c6)

If the function returned ERROR_NOT_CONNECTED the calling programs would be
happy to know that the path is normal local file and just go ahead instead of
failing.
