The currently affects

Wine-4.8 64Bit
Wine-Staging-4.8 64Bit
Wine-4.9 64Bit
Wine-Staging-4.9 64Bit

Without Mingw the builds will get the error reported and other PE files are not
built correctly.

Installing Mingw then compiling from source wine64 will be built correctly.
