user32: Converted rcScrollBar to screen coordinates.

I modified the scrollbar bounds from client to screen coordinates in user32.

This seems to fix the user32 problem, but I don't usually work on user32.dll,
so I am not sure if it is done properly yet.  Probably needs a test and a
review.
