If I read it right: https://github.com/llvm/llvm-project/blob/main/llvm/lib/Target/X86/X86MCInst... the decision is made based on target, so I don't see any way to enable that for llvm-mingw without patching LLVM. Also LLD seems to supports /functionpadmin option, which we probably should use (but it may not be needed here). If you have llvm-mingw installed, then it will be used by consigure to build Wine with mingw target.
