Just some info addition to my previous comment:

For scoop there`s a workaround to bypass the failing administrative install (of
7zip, which scoop first tries to install):

'scoop config MSIEXTRACT_USE_LESSMSI true'

Then it will (try) use 'lessmsi' to install (or rather extract i guess)  the
msi-package (of 7zip)
