[Bug 22250] Condemned: Criminal Origins shows black screen when using built-in d3dx9_36.dll

Native d3dx9_36.dll is still required to start the game properly. It doesn't
crash when using the built-in one and I can hear the sounds of the menu but the
game shows only black screen.
