[Bug 37991] C&C Red Alert 2 - Scrolling the map area with arrow keys is sluggish

Still present in Wine 1.7.55.

Current behavior: Wine registers only 1 arrow key command while trying to
scroll displayed map area in-game (by keeping an arrow key pressed). Thus
displayed map area moves only 1 unit, not continuosly as expected.
