Confirming the problem still exists in Wine 7.13. 

Currently the scroll bars in Office 2000 apps (PowerPoint, Word) have become
non-functional in with Wine 7.13 (perhaps as vaguely suggested in Bug #53424),
but dragging graphic elements in PowerPoint to the edge of the screen still
initiates scroll behavior that is disjointed.
