[Bug 24677] ARM call_stack_handlers not implemented

While this does need to be implemented, ARM support does not extend to running
x86 binaries:  Wine Is Not an Emulator.  This bug is probably invalid as a
result.  There is _winelib_ support for ARM, which is different:  apps can be
compiled for the ARM architecture.
