It does not work. Moreover these settings only works in Fallout4.ini :

sIntroSequence=0
fChancesToPlayAlternateIntro=0
uMainMenuDelayBeforeAllowSkip=0
bPreloadIntroSequence=0

With the hack, the cinematic is skipped correctly, without hack the game is
stuck in the same way.
