[Bug 33062] wined3d can't handle surfaces created off-screen in application memory

We'll need to write some tests to see how exactly this is supposed to work
before we can implement this, and it may take a while before we do. That said,
while I don't know the details of the application, I'm not sure if user memory
surfaces + GetDC() is really ever the optimal way to draw things.
