Hmm, I'm using Ubuntu 13.04 amd64 (64 bit you know), thus I installed nVidia 319.23-amd64-edger (64 bit again), thus I don't have any 32 bit nVidia drivers installed.
You need to install the i386 version of the package, since you're running a 32-bit application.
Unless of course you are talking about the 32 bit driver support installed as an option by nVidia's propietary 319.17-amd64 drivers when you install them manually.

Installing them manually gives you that option, yes.
