Are they used anywhere in Wine's UI?
Yes, they're used in Wine Control Panel / Internet Settings / Security. They're initialized when the prefix is created, so you'll have to create a clean prefix after changing and recompiling to see the changes. (In reply to comment #1)
Does Windows have localized strings in the same place?
