To install UOAssist, you will be prompted to specify a directory where the UO files are located. If you create two random files called UOPatch.exe and client.exe this will be sufficient. It'll then open a window and attempt to load the URL at which point it'll crash. To test functionality beyond this point of crashing, you will however need UO installed.
