I uninstalled .Net 2.0 SP2, which removed all of it at once. I reinstalled the
whole thing, then activated logging at the last step. The registry key was
present before sp2 install, and that install succeeded.

It's a vm, I have a snapshot I can revert to for a clean install if really
needed, but those installs are time intensive..
