Can you apply this patch and see if the issue goes away?
Encountered the same issue with versions above 8.9.
Applied the patch on top of 8.12.

After that the application starts, functions and finishes correctly in a virtual desktop.
Although this patch makes me be able to enable virtual desktop and it seemingly is working, starting a Vulkan app on top of this crashes with: err:system:update_display_cache Failed to read display config. ... err:seh:NtRaiseException Exception frame is not in stack limits => unable to dispatch exception.
