Well this is annoying. Updated to the winehq built 4.18-devel packages and it's
still silently failing. Or failing again, for all I know this could be a
separate issue. In short:

fails: wine-devel / chroot build, either 64/32 or pure 32 bit
works: wine-staging / local pure 32 bit build

Taking any hints or ideas before I go trying anything further, if I bother at
all.
