[Bug 10921] lang attribute is not specified for bugzilla pages and/or textinput/textarea fields

The problem is, (taking Firefox as example), that if there is no lang attribute
set, Fireforx assumes default system locale language (that is Polish for me).
That makes it select polish dictionary, and I have to switch to English
manually. If language attribute would be set - I would not need to do that.

I think that setting something 'en' as lang attribute value is reasonable.
